Jakarta Steps Up Violence Prevention in 44 Sub-districts

The Jakarta Child Protection and Population Control Agency (PPAPP) launched an awareness campaign on violence prevention across the capital’s 44 sub-districts, running from November 4 to 20, 2026.

We urge residents to help build safe

Utilizing the Community-Based Integrated Protection of Children and Women (PAPTBM) framework, the program seeks to bolster public engagement in preventing violence against women and children locally.

Staged in phases, the campaign covers all six administrative areas: Central, North, West, South, and East Jakarta, along with the Seribu Islands regency.

The activities are being held across Jakarta in sub-district offices, urban village halls, and RPTRA community centers.

Each venue draws around 75 attendees—62 participants and 13 organizing committee members. The participant roster includes local government officials such as sub-district heads, urban village heads; urban village administrators, Satpol PP personnel, along with local police (Bhabinkamtibmas) and military (Babinsa) liaison personnel.

Grassroots civil society groups are also taking part, including PAPTBM coordinators, Dasawisma volunteers, youth organizations, early-warning community forums (FKDM), local religious and community figures, RPTRA caretakers, urban village consultative councils (LMK), and local PKK women's networks.

At the workshop, attendees heard from PPAPP operational officers, family planning field workers, and expert speakers on tackling violence against women and children and administering psychological first aid to survivors.

The modules highlighted the core roles of PPAPP Agency, PAPTBM community protection framework, Family Service Centers (PUSPA), and specialized support services managed by UPT PPPA.

Jakarta PPAPP Agency Head Dwi Oktavia highlighted the vital role of grassroots engagement in stopping violence against women and children.

She noted that neighborhood communities are frontline spaces for nurturing vigilance and early intervention.

“Through PAPTBM, we urge residents to help build safe, inclusive spaces for women and children. Hope all community members take an active role in spotting warning signs of violence, fostering mutual care, and providing first-line support so victims receive proper care,” she added, Thursday (11/5).

The campaign aims to help residents better identify signs of abuse, take preventative steps, and learn how to report cases and access referral pathways for survivors.

“By engaging various segments of the community, we hope grassroots protection for women and children will become much more responsive and sustainable,” she added.

Beyond early prevention and response, attendees learned about PAPTBM's subdistrict-level operational framework. Formed under a decree from the local urban village head, who serves as an advisor, the committee comprises a chair, secretary, and members.

The body functions to spread violence-prevention awareness, field complaints involving abuse against women and children, and forward reports to the Women and Children Protection Center.

Following the outreach, 267 PAPTBM heads will be inaugurated this year, with capacity-building workshops slated for the 2027 budget year.

The program also featured focus group discussions (FGDs) advocating for committee formation, covering step-by-step setup guides, membership requirements, and post-establishment workflows.
